Things to consider when gardening. In my area you are advised to use top soil because regular soil may be contaminated by industrial factories of the past. The soil is also mostly clay which is hard to grow anything successfully in.
I suggest finding a place that can analyze the soil you intend to garden in. In my area it is free but you have to send the soil sample to Cornell University.
A way of gardening that may be more healthy and controlled is Hydroponics. So easy you can grow healthy vegetables in an apartment.
